Selecting a general contractor for a project in Riyadh is only the start of the commercial decision. The quality of the tender package and the clarity of mobilization requirements often determine whether the awarded scope can move from quotation to controlled site execution without avoidable delay, rework or commercial dispute.
For developers, consultants, main contractors and corporate clients, a strong tender should make the project executable before asking contractors to compete on price. This checklist focuses on the information that should be aligned before award and before site mobilization.
Start with a scope that can actually be priced
A contractor can only price what is defined. The tender package should identify the intended package boundaries, design responsibility, supply responsibility, temporary works, access requirements and interfaces with other trades.
If the BOQ contains a line item but the drawings show additional associated work, that difference should be clarified before award. The same applies when drawings, specifications and schedules use different descriptions for the same work. The objective is not to eliminate every future RFI, but to remove major scope ambiguity before it becomes a variation or programme issue.
Make the document hierarchy clear
A practical tender should state which document governs if there is a conflict between drawings, specifications, BOQ, schedules and tender clarifications. Without a clear hierarchy, two technically reasonable interpretations can produce different prices and different construction plans.
The contractor should also know the latest approved revision of every relevant document. Issuing revised drawings after pricing without a controlled change process can distort both the programme and the commercial basis of the award.
Define the interfaces before mobilization
Riyadh projects frequently involve multiple contractors, suppliers, specialist systems and client-appointed vendors. The important question is not only who performs each activity, but where one scope stops and another starts.
Typical interfaces include civil works to MEP sleeves and openings, concrete works to waterproofing, architectural finishes to final-fix MEP, steelwork to foundations and embedded items, external works to underground services, and landlord systems to tenant fit-out.

Build the programme around real constraints
A tender programme should reflect actual access, approvals, procurement lead times, testing, inspections and handover requirements. A date written in a contract is not a construction plan by itself.

Confirm site access and logistics

Material approval is not the same as material availability. The contractor needs to know which products are nominated, which are contractor-proposed, which require samples or mock-ups, and which have approved-equal alternatives.

Set QA/QC expectations before work starts
Inspection requirements should be understood before site teams mobilize. This includes inspection requests, material inspections, method statements, ITPs, checklists, testing frequencies, hold points and required records.

HSE obligations should not appear only after award. The tender should define project-specific requirements for inductions, permits, risk assessments, lifting plans, scaffolding, hot works, work at height, temporary electrical systems, housekeeping and emergency arrangements where applicable.
This is especially important when a project is inside an operating facility or has multiple contractors working at the same time.
Clarify temporary works and enabling works
Temporary access, protection, scaffolding, temporary partitions, dewatering, temporary supports, hoarding, temporary services and protection of existing works can be substantial cost and programme items.
If these activities are necessary for execution, they should either be clearly included in the contractor’s package or clearly assigned elsewhere.
Agree the variation and RFI route
No complex construction project eliminates change completely. The objective is to manage change in a way that protects decision-making.
Before mobilization, the parties should know how RFIs are raised, who can issue instructions, how revised drawings are recorded, how additional work is valued, and whether work can proceed before commercial approval in urgent situations.
A clear route reduces disputes and prevents site instructions from becoming undocumented commercial exposure.
Plan handover from the beginning
Handover should not be treated as the final week of the project. The tender should identify testing, commissioning, snagging, as-built documentation, warranties, O&M manuals, training, authority requirements and phased handover expectations where relevant.
