Reinforced Concrete BOQ & Pour Planning in Saudi Arabia: Contractor Tender Checklist

A practical reinforced-concrete tender guide for Saudi projects covering BOQ scope, drawings, pour sequence, reinforcement, formwork, embedded items, testing, inspections and handover records.

A reinforced-concrete quotation can look simple when it is reduced to cubic metres, square metres or a small group of BOQ items. In reality, the commercial result depends on much more than concrete volume. The contractor must understand geometry, reinforcement density, formwork complexity, pour sequence, access, testing, embedded items, interfaces and the documentation required for acceptance.

For developers, consultants, main contractors and industrial clients in Saudi Arabia, a stronger concrete tender starts by making these execution conditions visible before price comparison.

Separate quantity from constructability

The BOQ should state the measurable scope, but drawings and specifications determine how difficult that scope is to build. Two foundations with similar concrete volume can require very different labour, formwork, reinforcement, pumping and inspection effort.

Tender review should therefore consider member dimensions, levels, access, congestion, repetition, construction joints, required finishes and whether the work is isolated, elevated, below grade or inside an operating facility.

Confirm the concrete elements included in the package

The tender should identify whether the contractor is responsible for blinding, foundations, pile caps, tie beams, retaining walls, pedestals, columns, beams, slabs, stairs, equipment bases, ground slabs and associated non-structural concrete where applicable.

It should also state whether excavation, replacement, backfilling, compaction, waterproofing protection, sleeves, grouting, screeds or associated masonry are inside or outside the package.

Clear boundaries reduce the risk of missing enabling activities that are necessary to complete the structural work.

Review drawings against the BOQ

A concrete tender should not rely on BOQ descriptions alone. Structural drawings, architectural drawings and MEP information can reveal openings, drops, upstands, plinths, trenches, pits, embedded plates or service interfaces that affect execution.

Where dimensions or quantities differ between documents, the contractor should raise an RFI or state a pricing assumption before submission.

Understand reinforcement before pricing labour

Reinforcement has a major effect on productivity. Bar diameter, spacing, laps, couplers, congestion, starter bars, dowels and bar-bending complexity can change labour requirements significantly.

The tender should clarify who supplies reinforcement, who prepares bar bending schedules if required, whether mechanical couplers are specified, what wastage rules apply commercially and how approved changes will be measured.

For congested elements, constructability review before pouring is as important as quantity take-off.

Define the formwork standard

Formwork is not one generic activity. The required finish, repetition, height, access and geometry influence the system and labour needed.

The tender should clarify requirements for fair-face concrete, chamfers, slopes, curved surfaces, high walls, suspended slabs, special openings and any restrictions on tie holes or surface repair.

It should also define whether access systems, scaffolding and temporary supports are part of the package.

Build a pour sequence before mobilization

A pour plan connects the structural design to site logistics. It should consider construction joints, daily production targets, available formwork cycles, reinforcement readiness, inspection timing, concrete supply, pump locations, access for trucks and curing requirements.

For multi-zone projects, a planned sequence allows following trades to start earlier and reduces the risk of the structure becoming one large unfinished workfront.

Coordinate embedded items before closing reinforcement

Openings, sleeves, inserts, anchor bolts, plates, conduits and cast-in items should be coordinated before the element is released for pouring.

Late changes after reinforcement inspection can cause rework, drilling, cutting or local structural review. The responsibility matrix should identify which trade provides information, which trade supplies the item and who installs and verifies its location.

This is particularly important for equipment bases, MEP-heavy buildings and industrial projects.

Clarify concrete supply and pumping assumptions

The tender should state whether ready-mix concrete is supplied by the contractor or by others, the required strength classes, exposure requirements, approved suppliers, maximum delivery times and any project-specific mix requirements.

Pumping conditions also matter. Boom-pump access, line-pump distances, vertical lifts, restricted access or small isolated pours can materially affect execution cost and productivity.

Define testing and inspection requirements

Concrete work should be linked to an agreed inspection route. Typical requirements may include pre-pour inspection, reinforcement and formwork checks, embedded-item checks, slump testing, temperature checks where specified, cube or cylinder sampling, curing records and post-pour inspections.

The tender should clarify testing frequency, laboratory responsibility, acceptance criteria and the required documentation format.

Plan curing and protection as part of the activity

The concrete scope does not end when the pump stops. Curing, protection, stripping time, surface repair and protection from subsequent trades should be included in the construction sequence.

Hot-weather conditions, exposed slabs and fast-track programmes require particular attention to curing logistics and protection measures.

Agree how measurement will work

Commercial measurement should be clear before work starts. The parties should know whether payment follows BOQ quantities, approved as-built quantities, theoretical drawing quantities or measured executed work.

The treatment of openings, wastage, blinding, construction joints, additional reinforcement, dowels, sleeves and variations should also be understood where relevant.

Link the concrete programme to following trades

Structural completion is valuable only when it releases the next activities. The pour sequence should therefore consider waterproofing, blockwork, steel erection, MEP first fix, architectural finishes and external works.

A well-planned concrete package does not optimize one pour in isolation; it supports the overall project programme.

What should be sent for an initial concrete quotation review?

A useful package normally includes the structural drawings, BOQ, specifications, architectural coordination drawings, relevant MEP openings or builder’s-work information, site location, expected start date and target programme.

For special bases, pedestals or industrial structures, equipment loads, anchor-bolt details and interface information should be included when available.

Better concrete tenders produce more comparable prices

The goal is not to make tendering slower. It is to make prices comparable on the same execution basis.

When the contractor understands quantities, reinforcement, formwork, interfaces, testing, access and pour sequence, the quotation becomes a clearer commercial representation of the work that must actually be delivered on site.
